Any idea why I cannot unlock Earthen allied race?

I have completed the the regular campaign. Using wowhead, I have verifed that I have done all 3 of the quest chains (Mourning Rise, Broken Tools, and Merrix and Steelvein). Any idea why I cannot unlock earthen at the embassy in Stormwind?

Do you have another quest open with a different unlock? If so I believe you can only have 1 unlock going at a time.

Cannot unlock Earthen Race

The display on my end for the Severed Threads is a little weird, so I couldn’t see that was specifically 4. If it is, then yes, Assembly of the Deeps which is 3 should grant you the quest when you raise it to 4.
