With how easy TOGC is I see no reason not to keep JJ on for the phase to incentivize alt leveling/gearing.
Because if it were always on, everyone would have finished leveling months ago and there’d be fewer ways to keep subs consistent. It’s a McRib

The regular incentive to level is already an incentive to level.
not until 3.3 at earliest.
