I click from outfit to outfit but the mog never changes. I have to make a minor change for gold before it lets me use it.

Na. Not your fault. Blizzard just doesn’t know how to make a good game anymore. Go ahead and try submitting a bug report about this and they legit won’t read it and talk to CS about this and they will lock the thread cuz they don’t want to help you. My mog is glitching bad on some of my toons, some the mog still pops off, my second main rogue from retail, mog does not show, but other rogue from there the mog does show, on my lock it spent just about 8,000 gold mogging and saving that toon……100% of all that mog glitched off and all the saved sets deleted, lock is now unmogged and no new added mogs work. Submitted bug reports, asked CS…got ignored so yea. Some of my toons can mog right, others cannot.

You’ve received a substantial response in your thread on the why they cannot help you part. You weren’t ignored, are you perhaps, projecting that you’re ignoring the response because they could not help you in this particular problem?
The whole system is bugged 
How convenient for CS. Meanwhile this has been broke since beta
