I have 2 WoW accounts under the Battle net account. One is my original which has my first toon that I leveled up to 55 to unlock Death Knights. In the past I feel like I saw the option to not only transfer a character from one server to another but to also transfer it to another account under the same Battle net.
Is this still possible? And if so how much is it?
Yes, but you might want to read this first. Character Transfer Information and Restrictions. I think all transfers start out at $25.

Yes. The transfer option is in game now, so from the character selection screen you can select the shop then character transfer. You’ll then select realm and character you want to transfer.
Note: If you aren’t transferring between WoW licenses or Battle.net accounts you will be given the option to bundle your transfer with a faction change. It’s the same price as each service individually but you’ll just avoid having to wait for the service cooldown.
From there you can choose to just transfer to a different realm. If you select Transfer account you’ll be given the option to transfer to another WoW license on your Battle.net account or select “A Different Blizzard Account”.
You will only be able to transfer between Battle.net accounts where you are the registered user on both accounts.

I have a question. Say, I have a friend that died and left me his Battle.net. Is there any way to transfer the characters on his account that i want to mine? Or maybe a way to transfer ownership of his account to my name under my battle.net to where I KNOW i could transfer characters?? Yes this is a Legit scenario, cause it actually is happening, he’s still got a few months left but he is giving me all his gaming accounts, steam, bettle.net, origin, EA, everything.
That isn’t something that can be left to you, Envisibull. The account cannot be transferred to you. The registered user can only be transferred in the case of a parent/legal guardian and their minor child/ward.

Battle.net accounts belong to Blizzard.

Similar clauses also exist for other game platform accounts where they stipulate that ownership cannot be passed on.
You’ll likely hear the same answer if you ask on their respective forums, communities etc.

If the wow accounts are under the same battle.net, yes you can still transfer between them.

And this is why we should not necro threads. Quite a lot has changed since 2020 when this question was posed.
Well, it certainly stopped account/character selling dead in its track. With no way to move characters people would be far less likely to get tricked into buying them from sellers. And usually those sellers are criminals and it’s never a good idea to get mixed up with them.
If you want to leave feedback about changing the service back you’re welcome to post a topic in the general forums. Please don’t necro one of the dozen old ones.

How? The two things are completely unrelated. You could never transfer characters from one bnet account to the other unless both accounts where in the same name, and with bought accounts the odds of that happening were virtually nonexistent, so you were never at any point able to transfer characters from bought accounts to your own personal account.
If you could explain in detail how this change put a stop to buying accounts, I’d love to hear it.
Yes, things change. This thread is from nearly five years ago. 
Well, the primary reason is Warbands, the way the Warband system works causes issues with moving characters on or off of a Battlenet account.
Though I would agree that account to account transfers also caused a lot of complications. Yes, you would need to have the same last name on both Battlenet accounts in order to transfer, but there are a lot of situations in which the last names would match.
Such as with siblings, or spouses. You’d be surprised as how often a WoW license became involved in sibling rivalry and marital disputes. Additionally, if the registered user’s name was obtained through social engineering they could create a Battlenet account in that name to facilitate the transfer, stealing characters, etc…
