we have confirmation now that it is a weekly, but the insane lag is still there
sharding is still not working for the rifts 
Sharding is definitely functioning as it normally does. The problem happens when people form raid groups and overload shards. The way sharding works ignores the population of a zone if there are people in the same group, preferring to keep them in the shard they were in instead of moving them in the middle of something unless the group leader changes.
People only hurt themselves by forming raids for the rifts; you donāt need it to complete anything.
I dont think it does, the rift boss should be max 10 ppl in there, and create new instances once that one is filled, but atm theres like houndreds inside the boss room :S
Sharding only directly affects world zones, though in this case it does indirectly lead to what you described. The scenario instance being used here just brings in whoever clicked the portal from the same shard, so if multiple raid groups overload a shard then the same will happen to the instance.
Honestly this type of population overload inside a scenario instance was exceptionally common on Tuesdays during Legion for the Greater Invasion Point world bosses on Argus, so itās not like itās new.
This week, I have gotten the rift quest on 3 or 4 of my characters. The others I donāt get the quest with the bonus 1k flakes. Not sure if itās a bug or just what determines who get it and who misses out. They are all still doing multiple time rifts to get the upgrades.
Is this ever going to be addressed or fixed? The first week only half my alts got the quest. I assumed it was because some of them hadnāt progressed far enough in certain storylines. This week, even those that could do it last week donāt have it.
In one case on my mage alt, I saw the exclamation point over Soridormiās head but there was no quest to accept. Very frustrating!
This is broken for me again as well. Earlier last week it worked on every one of my characters. This week so far, my Hunter canāt get it going to check my other alts. This is very upsetting. I am not sure what is causing it. BUT this is a major feature of the patch and I feel like perhaps we can continue to test it out and set more reports to fix it? Anyone in the community team or a blue want to comment if it is a known bug?
UPDATE: Working as intended per the Devās the quest is ONE TIME PER WEEK PER ACCOUNT. Please see attached When Time Needs Mending One time per week.
I donāt agree with this, and I think I speak for most players of the game that donāt agree with this either. Blizz, Ion, whomever may read this. Fix this, let us actually enjoy the game. Donāt make a diablo 4 season 1 mistake with how incredible the expansion has been thus far.
Thanks for the info. I guess it was a bug that more than one of my characters could get it last week. I donāt think any of my alts could take it this time around.
This make NO sense at all to be a āper accountā quest as it involves different gear for alts and rep? I really am starting to hate the āblurredā lines of alts and separate characters. I get Trading post is account wide and all toons can ācontributeā, but this is a weekly specific quest. I think it is just kinda ālazyā programming in my opinion and the fact it acts this way for one alt or person and another way for someone else. Just MY opinion.
Agreed, it really should be per character even if they made a limit of how many times it could be done per week

As of today 9/19/23 I have discovered this little issue folks are having. I logged in on the main took the quest and decided to line up the alts as well. Turns out when I logged in to each they already have the TR Weekly. Reconfirming the quest is set to account and this is lame. I need to get the extra dust from the quest for the alts to get their needed trinkets. 
I am still having this issue, and havenāt completed it on any character yet. So that doesnāt explain this bug, IMO.
