Faction imbalance

How do you fix an issue that can’t be fixed? How do you propose blizzard enforces alliance to be out in the world as opposed to sitting in their cities? Let’s say they imposed a faction based queue upon login, to make the server - number wise - perfectly balanced. 2,500 alliance are allowed to login and 2,500 horde are allowed to login. Of those 2,500 alliance logged in, 750 want to PvP and the rest are doing various other activities. Leveling. Crafting. Raiding. Maybe just sitting in the main …
