Alt still not getting echoes

I’ve spent a few hours gearing and doing the chains to get to the cloak quest chain on my 17th 120, i’m at the part where I need to go back to uldum before the gauntlet where raden is taken away. I’ve done both the uldum and panda assaults and neither box gave me any echoes, and I don’t even have the echoes listed under currency on my character.

You have to obtain the cloak before you’ll start to receive Echoes of Ny’alotha.

Thats not how it was before, I’ve always gotten the echoes from assaults before getting the cloak.
