So, I made this alt before 9.1 dropped. Started a bit of the campaign and then left it to gather dust. Now I’m trying to get back in and play and collect the Helsworn Chest everyday to get the Stygic clusters to give to alts that need it… but I’m being feared into elite mobs.
So, I went to Oribos looking for Bolvar thinking since 9.1 dropped I can enable the “skip” and stop dealing with this eye of the jailer and the fearing debuff in The Beastwarrens… but he’s not there. I then decided to continue a quest called “Rule 4” with Venari thinking it was locked behind that. I turned it in after completing it and Venari didn’t give a follow up quest.
I’ve made 2 alts AFTER 9.1 dropped and they were indeed able to skip to Korthia and don’t at all have any of the old Maw debuffs.
How do I force my alt that I made before 9.1 dropped to get the skip as well? I tried googling and searching for answers and can’t seem to find others who have dealt with this problem though I’m sure there must be.

So, again, Bolvar is not anywhere to be seen for this particular alt. This is an alt made BEFORE 9.1 dropped. All of my alts I’ve made AFTER 9.1 dropped have been easily able to skip to Korthia.
This alt was made before 9.1 dropped and I did push a little bit of the campaign on this alt.
I’ve spent a few hours already googling and looking for answers, as I said previously. I wouldn’t make this post unless I felt like I’ve exhausted all my resources, even asking friends who have multiple alts.
The guide you’re referring me to states that you must talk to Bolvar to initiate the skip. Which, again, I cannot even see Bolvar in Oribos on this alt.
Your path on this character since you started the campaign before the skip? Did you check this part out.
Pre-requisites for Chains of Domination Questline
In order to be eligible to receive 
The First Move, a character must have completed the Chapter 2 - Torghast of the Covenant Campaign, which deals with first meeting Ve’nari and rescuing Baine from Torghast. Chapter 2 ends with the Prison of the Forgotten quest.
It might be worth finding a quest tracker site to hopefully narrow down where that character was in the campaign.
