No, they are saying they can easily do the content but are not even given the opportunity to because they are not OPTIMAL. But they are indeed still VIABLE. Other classes can do it better. The average player won’t be knowledgeable enough to reach the level of play required to play at the level of viability on classes that are sub-optimal.
He seems argue that the only viable DPS is one that meets or exceeds a yet to be defined absolute value DPS as measured by meters. In this usage Viable would be defined as: Capable of working, functioning, or developing adequately (Merriam -Webster 2019)
For this argument to work, viable performance must be defined. It seems that a viable (in his opinion) DPS must meet some acceptable absolute value, apparently by his arguments, expressed as a percentage of maximum DPS output shown via parsing combat logs.
His strawman argument that a dead or afk is as viable as a DPS who is performing below the yet to be defined viable DPS value.
His actual argument seems to be that new players should be warned that some classes and specs will be excluded from raids or will be accepted only by groups who are willing to include class/spec that are equivalent to a zero DPS raid slot.
These groups are seen as inferior and should not be considered a real raiding group.
Thus: Certain classes or specs are not viable.

I’m not necessarily disagreeing with you, if you aren’t in a try hard guild, it won’t be the end of the world if you have an enhancement shaman (save nightfall duty) etc etc.
Find a good group to take you and you are fine. If you cannot than the issue is not the spec but the player behind it. Seeing as you are a Warlock I am assuming this is a troll post and is being reported accordingly. Good luck.
