Didn’t they do this same thing with BoEs from Nerub’ar?
Technically they restricted BoE drops from being actually BoE until after a few weeks. This seems like they remembered, “OH RIGHT, WE DID THAT!” then flipped the BoE switch off again after a few days of them being available.
Exploit early, exploit often.
Minus it actually being an exploit.

The one time I’m early and lucky enough to actually get a BoE when they’re worth a lot to the tryhards… 
I’ll never forget being “rich” back in Wrath of the Lich King because I had two BoEs drop for me when Icecrown Citadel was new.
Maybe these TWW items were farmable somehow or something.
Idk, everything’s so untested with this game, there’s always an underlying problem.

You either make this decision before the season starts or wait until next season to start doing it.
Just like this? without any warning? Literally any person with iq higher than 50, would at least warn about this beforehand, if this is indeed intended and not a glitch i am very disappointed.
I think that was mythic only, not all BoEs.
