Same here, soul leech still 8% (should be 12%) as well. I made a post in the bug forums:

WARLOCK: Dark pact & Soul Leech bugged in pvp

Dark pact was being buffed to 300% of sacrificed health and soul leech to 12% of damage done according to this blue post: https://us.forums.blizzard.com/en/wow/t/class-tuning-coming-june-28/1268920 In battlegrounds, warmode, in duels and testing on a PvP dummy, the tooltip for dark pact still reads 250%. In battlegrounds, warmode, in duels and testing on a PvP dummy, the tooltip for soul leech still reads 8%.
