Mine was red also and I got journey progress for turning it in
I think the red is to indicate that only one player on the account can complete it (for the journey xp).
Umm I hope we don’t get nailed with a suspension for this as this was unintentional…
Turned it in yesterday, noticed it was red, don’t even know what progress for delves is. I just blitz through a couple each week 616 options in my vault. I’ve completed 11s and there’s no reward for it, so, same garbage loot as an 8. Or s there some measure of progress I’m not paying attention to?

I don’t think you can turn it in more than once for the xp. Hence the red warning.
They probably should have picked a different color. We’re accustomed for red being not earnable.
We need a blue response for this particular oddity 
“We’re aware of this problem and we’re looking into it. We may need a 3 to 6 hour server maintenance which may or may not help push this fix through, the fix may or may not work”.
