Is there an addon for WOTLK that shows when these proc that is similar to the way it is in retail? Any help is appreciated thanks

You can do it with weakauras. I extracted the frozen_fingers and brain_freeze graphic from the shadowlands client, converted it to tga, and then set WA to show it whenever I get the aura from the proc.

Yes,
download spell activation overlay. it literally uses the retail proc design, no need to bother with weak auras
