Rage cost reduction is nice but I think you need to fix Wild Strikes not proccing from various instant attacks first - SoD - Wild Strikes doesn’t proc from Feral instant attacks - WoW Classic / WoW Classic Bug Report - World of Warcraft Forums (blizzard.com)
Then you might find that the current druid rage costs are actually more appropriate (as we would be generating more rage from WS procs in bear)
