So I think it does have to do with only lootable once per layer as some were saying. I was able to complete this quest yesterday right after the morning maintenance. I logged out the previous day right next to the item (I also tried WM on / off many times with no luck) and when I logged back in the next day after the server maintenance I could grab it.

This is still bugged, really needs a fix. As people mentioned, after maintenance they could get the item as it was on their “layer” whatever that means. Major questlines like this should be prioritized.

Still bugged. Blizzard still failing at their job.
There is no excuse for this.
Ive tried all the fixes that people have had and nothing has worked for me 
Even tried to die next to it, resetting my game, inviting a friend, everything and nothing wants to work. been awhile now bliz
I got this to work just now. War mode was off a si don’t play with it on. Flew to shady sanctuary took the flight path to valkdrakkan, turned warmode on. Flew flightpath back to ink and couldn’t loot so flew back to shady took flightpath back to valdrakkan turned war mode off. Flightpath back to shady and flew to backpack and looted it.
Same problem. This fixed it: (see post above this one - that’s how I fixed it)

Go to the quest spot and try to see if you can click it. If you can’t, fly to the Shady Sanctuary Flight path nearby.

Take Shady Sanctuary Flight Path to Valdrakken.
IMPORTANT: DO NOT FLY INTO VALDRAKKEN ON YOUR OWN MOUNT. LET THE FLIGHT PATH TAKE YOUR THERE AUTOMATICALLY.
- Once in Valdrakken, simply turn ON and then OFF Warmode. DO NOT USE YOUR MOUNTS AT ANY TIME WHILE IN VALDRAKKEN. ***The bug seems to happen when you mount-up and Dragon-Fly before or after changing your War Mode status, so just change your War Mode status on and then off and then walk back to the Flight Path guy and use the FP to get back to Shady Sanctuary.
IMPORTANT: DO NOT MOUNT OR FLY AROUND VALDRAKKEN ON YOUR OWN MOUNT. Just WALK to the Flight Path guy and take the FLIGHT PATH back to Shady Sanctuary.

Once you get to Shady Sanctuary, you can mount up safely again and fly back to the quest spot on your own.

NOW you should be able to click the quest item on the ground and resume the questline as normal.

I found a work around that worked for me.
Invite a friend that hasnt done the quest, get them to sync their quests with yours, it will make the bag dissapear, once its gone, get them to stop syncing their quests, once it reaapears you should be able to click on it 
Pretty ridiculous imo that this MAIN quest line has been bugged for 12 days. I guess nobody cares about DF as of 11.0.2.
Why are you poors even playing that stinky old questline anyway? The War Within Early Access is here!!! Just give us 40 bucks and you can play content that may work!

Just got to this quest and confirming it’s bugged on Alliance side. The War Mode toggling trick does not work.
