Can confirm this method/assumption as I was able to do the same.
Made a trial character on a low pop realm, invited a friend to pull them over to my layer, had them invite my main and I was able to loot it. Invited someone else to same layer, they couldn’t loot it. So it is likely a bug to one loot per layer. But if you’re lucky enough to get a realm + layer that has not been looted, you’ll get the item.
I logged out my character standing next to the camera, and when I logged in the next day it was interactive.

Bumping to report the same issue. Warmode toggling does absolutely nothing.
It’s been awhile now… when is this bug gonna get fixed. many people standing at this quest item here. Everyone is having same issue with this quest. Please fix it right now.
So its apparently a sharding issue. It currently can only be looted once per shard… which is a nightmare on RP servers…
What I did was, I joined random premade groups and left until one of them had a shard where it was activatable. (Dick move, I know… but you left me no choice Blizzard.) took about 10 mins.
Effecting my questline too. I’ve tried going to different shards and the WM trick. Nothing is working. There are lots of other people here with the same problem. Everyone is stuck at the Cataloger’s Film.
I tried different methods to no avail, still bugged with two characters.

I FOUND A SOLUTION! Stay next to the bag and look for a mythic+ group once they accept you , try to pick up the item if it not work search for another group . Be patience, the idea is search for a layer that able you to pick the item . Good Luck! (It took me 5 min to pick me item quest)

just got it done i visist location cant pick it up so i dragon ride back to drak city war mode on dragon ride back to location and let me interect with it but on my way back to quest i got in 2 raid find Q

This is still bugged for me. I’ve tried changing war mode. I’ve tried finding an instanced group. I’ve tried going into a dungeon and coming out. Phasing doesn’t seem to work for me.
It was 8 days since this post. I am now doing this quest and IT’s still bugged. I know blizz has priorities on releasing TWW but the bugs that I’ve been experiencing in dragon flight are just horrendous.
I tried WM on trick, disabling my add ons, everything. There’s hunters also around me currently trying to pick up the item but cannot. I’ll keep trying the WM on and off trick for a bit. I submitted a bug report and will continue to, until it’s resolved.
