197 is not even equivalent to normal raid gear.

No they aren’t. They whine on the forums and make “I’m quitting” posts when Blizzard doesn’t give them thunderfury for setting their hearthstone to the newest inn location.

The term casual actually refers to anti-social single player types who refuse to engage in any content you can’t auto que for then subsequently complain their gear isn’t as good as world first players and remember the glorious days when the mission table awarded mythic raid gear and world quests fully outfitted you in heroic raid gear (yuck)

Maybe this is to keep casuals engaged in what is otherwise pretty boring content. Many “casuals” are less likely to unsub if they don’t like the end-game because that’s not what they are playing for.

in WoD you got normal level gear from the mission table boxes if you did lfr, and not higher. if you got a mythic box you were doing heroic raiding or mythic raiding. i completed almost the entire mage set through said box, btw.
