I think that’s what they’re working on fixing. It sounds like it’s just an odd display issue.
I got the imp on classic but no mount on live. /cast Sapphire Skyblazer doesnt work for me either

When did you make your purchase? If it was before yesterday, then you would have received the previous mount.
I am having the same issue. Using the /cast command is a temporary fix that is working for me, but not worth typing each time imo.
You can make a clickable macro in-game using the following so that you don’t have to type it out each time:
#showtooltip sapphire skyblazer
/use sapphire skyblazer

got the mount today so this wasnt the issue. just slow rollout
bought 6 months the night before the mount was dropped and I didn’t get the mount. when I normally get it every other time because i had a 6 month sub already

My 6 month is active and set to renew Jan 25, 2022 and i claimed the mount in the desktop app but i havent received it in game yet.

It has until July 13th to appear. Until then, it’s just a waiting game as they try to roll it out. A few posts above us you’ll see the screencap with that information from the purchase page.

It looks like the mount was delivered to your Blizzard account on the 2nd and is sitting unclaimed in your Gift inventory.
You can access your Gift inventory through the Blizzard launcher or through the website while logged into your Blizzard account.

If you have an active reoccurring 6-month sub, you should have received it by now. Just to be clear, the subscription has to be active and set to 6-months in order to qualify.

Players on an existing 6-month recurring subscription with a future renewal date will receive the Sapphire Skyblazer mount and Imp-in-a-Ball at no additional charge, no later than July 13, 2021
Your subscription appears to have been canceled a few minutes after it was setup. Since it’s not an active recurring subscription your account was not eligible under the rules for this promotion.
The mount is available as a separate purchase if you’d still like to own it without buying more game time.
