At this point in the patch, keys should give 15-20+ crests timed or not.
Not matter what Blizzard said, they just never and never want to respect your time.
Coming soon to wow store 15 runed crests only 19 .99. 
Yet 2 days after I made this post, they made a change that proves otherwise
