This is sarcasm, because I assume you are not getting it, but that actually is the correct question.
They should just get rid of hyper spawns rather than expecting players to do their job.
Whoever said they don’t do anything when you report them is wrong - I have gotten lots of “we took action against one or more players, thanks for reporting” mails over the past few weeks (usually about 12-16 hours after reporting).
I wouldn’t say worse than ever before but it reminds me of how it was back in 2011 and one would think things would get better over time (and stay that way)
No, I get it they didn’t make that change to affect botting in any way whatsoever.
I hope the extra bots came from people who used to multibox with broadcast software.
I think it’s pretty obvious reporting them doesn’t do anything.
That’s because no one in their right mind would ever go down there. You see more also when you go into sharded areas, like when a quest in Frostfire shards you to mobs that don’t normally exist, they try to hide.
They will take care of it when enough people report them, and when they hide in low traffic areas, no one does find them, not enough reports are made and nothing happens.
What Blizzard need is a small team of like 5 people who just grab bot reports, head to the character that was reported and if they exhibit bot like behaviour ban them.
Strangely enough, there are circumstances where real live people do interact with players, even to this day. I’ve had it happen to me. I often contributed to the Oceanic forum post about the terrible lag back in BfA during the first 6 months. They asked us to report on it, providing details like what character on what server, time and location of the lag. So I was doing the Arathi Highlands open warfront area (You know, when the mobs that drop mounts were up) and one day I was whispered by a GM asking if they could follow my play to try and get a birdseye view of the lag problem. Naturally I said yes, we had a bit of a chat along the way, they stuck with me for about 15 minutes.
It also makes me think that someone or more than one someone does keep an eye on the forums and gets to know people who contribute in one or another, especially in a positive way.
So yes, it does happen but I can’t say how frequent it is. I don’t know if anyone else has recently had a similar interaction. It was oddly comforting to know there were real people behind the screen. 
I find this hard to believe given at this point I report bots almost daily and even go to their favorite spots to spam blizzard in the spawn locations sometimes so they get less out of their cheating (I know it’s not much, but it’s honest work and makes me feel like walmart Robin Hood) - feel like if they auto reported players around them I’d be banned and there’d be way more complaints about this.
