They’re damn awful for many specs and classes and a genuine downgrade until at least mythic tier.
Generic/clashes with class/spec function and identity and even stat allocation and they’re so freaking weak compared to many of the Season 1 sets it’s ridiculous.
Fix this.

As a healer I am tempted to keep my S1 tier as long as I can. Normally I am happy to swap over to a new season’s tier, but not this time.

I think dps/heals are maybe okay and just need tweaks.
Tanks seems like it’s really bad and needs redone entirely.
If that happens, The S2 sets will get buffed, the S1 sets will get nerfed, or both.
Usually yes but its genuinely dumb. Atm going to hold my Season 1 for as long as possible due to how utterly bad the Season 2 bonuses for Resto are.
As I’ve said previously, PTR build one is for design. Tuning happens in the 2nd month of PTR.
Unless tuning is insane it’s better just to scrape it entirely. Some of these bonuses need also clarification regarding their interaction with the spec’s toolwork.
It’s just shoddy to the point of sadness.
And that is something I expect we’ll get next week, when the PTR goes up.

If the DPS or Healer ones are bad, it’s purely a tuning issue. Couple % buffs and you’re golden.
You can’t save the Tank 2p though. Randomly proccing your major defensive is just terrible. Dunno why they didn’t just make it a hybrid damage/DPS cooldown like Dancing Rune Weapon or Incarn. Meta is ok for DH tho.
The havoc one is just terrible
I haven’t bothered looking, but I’m gonna guess blizz once again uses set bonuses to buff talents nobody uses, thus rendering the tier sets totally useless.

Did you ever think that Blizzard implements tier sets to make people use those talents because they aren’t used?
They can but not always but regardless unless this changes this is simply what is going to be done.
It’s embarrassing how woefully undertuned.
In a lot of cases sure but some are just fundamentally broken. Resto Shamans do not care about haste but the Season 2 bonus would buff it and it still would fall behind the other stats. It’s stupid.
