Why am I still being forced to download GBs of Reforged assets?

I DID NOT BUY REFORGED.
I WILL NEVER BUY IT.

Yet Blizzard still forced me to downaload 30GB of data that I will never use. Now it seems every patch I will be forced to download even more GB of useless Reforged assets I will never use.

How is the even legal? This is like rent seeking in the form of hard-drive space.

Replacing or updating files doesn’t require more space.

So why is my Wc3 folder 26.7GB even though I never bought reforged?

Their new way of adding content. Like if you had skins you can see them in world editor as they are downloaded for others to use. They will just be locked for you.
