So apparently this was supposed to get changed:

Zagara’s Life and Energy Regeneration Mastery now applies to Queens.
Mastery order has been adjusted:
    Set 1: Zagara Damage vs. Zagara and Queen Life and Energy Regeneration
    Set 2: Zergling Evasion vs Intensified Frenzy
    Set 3: Baneling damage vs Roach Drop damage

Yeah, it’s a known bug, XD. Should’ve actually tested it to make sure it allocated points right, however, there’s nothing for it.
