In wings of liberty when Raynor says to Tychus “I thought they put you on ice” what does he mean? Does he mean they froze him or that they killed him or what?
He was put in cryogenic prison for crimes he commits before events of SC1.

“Put him on ice” is slang. Usually it means to kill them. In this case, it probably means to do away with permanently using a “fridge.” Either way, it’s a “permanent” solution which is why the conversation between Tychus and Raynor is proceeding the way it is at that point.
