Adding licensed games to services like that is a headache. The Wii Virtual Console had Teenage Mutant Ninja Turtles and the Super Star Wars games and that was it. In this case they’d have to work out a deal with both Activision Blizzard and DC Comics/Warner Bros/Discovery. Same reason The Death and Return of Superman and Justice League Task Force weren’t included on the Blizzard Arcade Collection. Although another reason is that they really weren’t very good.
