Said lines aren’t new, btw. They were always there, but a bug in the code prevented the game from using all but one line - said bug was resolved in the patch that introduced Mengsk.

Judging from the fact that we know Mr. ghost man also hears Bel’shir after terrazine exposure, and that terrazine gives the user a direct link to the void, it is likely that there is actually somebody in the void talking to Stetmann.
