Towering is the attribute that allows units to walk under them, currently the only multiplayer unit that has this is the colossus, but I think Thors should have it too for several reasons:
1: In TvZ, Thors are countered by Broodlords, but they are also very good at killing Broodlords. Broodlords are also later in the tech tree than the Thor. Being towering would mean unsupported Thors would be weak to Zerglings (there listed counter) which currently they are quite good against. While still allowing Helbats to effectively counter Zerglings
2: One of the main weaknesses of the Thor is how large they are, they simply remove the ability for Terran to micro units around them. Allowing small units like Helbats, Mules and SCVs to run under Thors would add much more possible micro and unit choice for a mech playstyle. It would also allow Terrans to run Thors back and Helbats forward to retreat the injured expensive unit.
3: Thors give a lot more value in ZvT than PvT, contributing to a lot of the Mech imbalance. Immortals are very good ranged counters to Thors. Giving Zerg a way to deal with mass Thors while making Thors easier to protect in the TvP matchup would allow Terran mech to receive a more natural buff against Protoss than making cyclones a frontline Mech hit and run unit.
If that’d be the case, Thors would become targetable by air-air weapons as well (much like colossi), and thus being hard-countered by corruptors and tempests, two units they’re supposed to be good against.
that isn’t true as campaign only unit the Aberration has towering but cannot be targeted by anti-air only units.

Thors are anti air units. Versus Zerg ground they are at most decent for soaking up Baneling damage.
Who counters Thors with Broodlords???
Thor legs aren’t wide enough. Odins are a different question, though?
There is a critical mass where that can work because Brood Lords stack while Thors do not. Brood Lord + Vipers or Infestors is also an option.
Broodlings also force Hellbats to be made.
