Swann’s SCV after level 8 “Advance Construction” is unlock, his SCV start to have some issue related to it.
SCV level 8 ability auto-cast take roughly from 2-10s to acquire a target structure in order to use it.
It’s an “bug” for quite some time now but never get addressed.
Fortunately, It’s not a big issue until you need to build multiple building and don’t have the time to click on each and every building needed to be built.

I have the opposite problem. I wish it was simply defaulted to “off” so that I can specifically tell each of my SCVs what I want them to do instead of them defaulting to autobuilding something when I have multiples of them in a given area.
This usually happens when I’m trying to build 2 or 3 supply depots at a time and I have to manually halt my SCVs from making them 1 at a time.

Usually I just focus on 1 depot first for immediate use then attack move them to the area where my other building need some work.
ye the afk scv is an old bug that blizz never bothered to fix.
i think ages ago it used to work properly then it got broken and never fixed.
I have the same problem with Raynor’s SCVs set to auto-repair. They will start to repair a barely damaged structure, instead of doing what I told them to do, and the only way to fix it is to turn off auto-repair, then re-issue the command I told them to do. It’s usually more important to build something new, instead of repairing a damaged structure, unless that structure is about to burn down anyway.
To me it seems to be random.
Some structures like supply depots they don’t help construction unless you right click it. This is same when you are building a CC, idle SCVs close by would stay idle.
Other structures like turrets they jump on it right away but sometimes they don’t. Building refineries almost always, idle SVCs close by would jump on it. I’m not sure what triggers it.
This is why Swann is so macro heavy, you have to constantly monitor your SVCs while micro managing your army.
What I do is I F1 while holding down shift to select idle SCVs available to help build depots or I pull some from my mineral line.
