Solar Lance as a Mutator?

We have OS (Orbital Strike), Purifier Beam, laser drill, Mag mines, Black Hole (via Power Overwhelming), and Aggressive Deployment as some of the mutators that turn CO’s top bars back on us. Was there any particular reason Solar Lance didn’t make the cut?

I’m assuming Amon can have a different type of laugh (perhaps higher pitched?) to foreshadow it’s about to strike (not unlike OS salvos), and you can see all of the spots it’ll strike as lines.

Imagine a deadlier version of Heroes of the Storm where heroes could all use cooldowns often used by the player’s top bar and maybe even prestiges. Not a fan of mutators like the one you descibe though mostly because I don’t like zone hazard mutators much.
