Should neural parasite transfer the supply cost of the unit so Zerg is required to have extra supply for the durations of the spell? Also this will make it imposible to neural in the late game where both players are maxed out. I dont think It is necesary to use neural parasite at this stage of the game where Viper abduct is avalible.
Also should the infested terran cost supply or it is a free unit like the broodling and the locusts?
the zerg already have a dead supply with the queens and a drone count of 80

Protoss and terran also go for more then 70 workers and queens are part of the army anyway.
No, they should not cost supply, but imo both infested terrans and locusts should cost minerals.

No, Infested Terran should not cost supply and why would Neural Parasite cost supply for Zerg? Its a temporary takeover of the enemy’s supply so it’s technically taking supply already.
If anything, if the Infestor isn’t meant to be made in mass then the Infestor itself should cost 1 extra supply.
