I tried to use them to level them up but it will not go up i had all of them max

Does it do anything to add more reports when others already have?

Not totally sure. If there are any Bliz people (engineers for example) that are researching the issue, it might be helpful to have as many examples as possible.

That’s just a guess though.

This is also an issue for me.
Played as Raynor (Lvl5) today in the EU servers, and he’s capped.

Checked today. lv5 caps are gone. So horray that! (and for now)
