When reporting a player, the game asks for us to write a excerpt or something of what was said. How specific is this excerpt supposed to be?
The last few weeks it seems like there have been more odd things said in General than normal. I have been making comments like “really bad chat, religion chat, sex chat, or spam chat” as my reports.
Does Blizzard automatically get a clip of the player’s chat at that specific time?
I don’t have the answer to your question but in general, I don’t get too detailed. I do after all want them to read it. I agree though, the SC2 chat has been terrible lately.

They dont read ur reports. Its pointless to make them.
Be detailed enough that they know what to look for to confirm your report isn’t just salt. If you think theyre maphacking, for example, describe what it was they did that made you think so (ie they moved to intercept all your attack waves even when they didn’t have vision).
Grow up and find a better way to waste your time.
