Region is XX-07 and I can't log in

After I got back to Starcraft 2 after a few weeks, every time i’ve tried to log in, it just said Battle.net is down for maintenance. This isn’t the case, because it would of been scheduled and would have been announced. The only lead I have is that my region is XX-07. I can’t change regions to fix this.

This error is typically caused by going to a region that had the update pushed, then going to a region that doesn’t have the 5.0 update yet.
