Does anyone else notice this happen during quick stutter step? The reaper would only fire a single shot instead of its normal two. It’s been in the game for a long time and I don’t really mind it because its only 4 damage, but it is noticeable.

It’s not a bug, it’s bad micro. Attacks that are split into two separate animation cycles are cancelled by another input. This is by design. If you stutter step fast enough you can cancel any attack animation. Part of stutter step micro is knowing the attack length and exactly when to do a move command to not cancel it.
In other words, if you don’t want to lose damage, stutter step correctly instead of like a hyperactive mario party player mashing as fast as they can.
No, their one offensive use, reaper rushes, would just become a whole lot stronger.
They’ll still suck in a macro game where things that kill them easily come up in large numbers. They’ll just make early game TvT more obnoxious, and possibly bring back 3-rax reaper in TvZ (one of the most abusive BS playstyles that I’m quite glad to see mostly gone from the standard meta).
