the balance team said pvz slightly favored zerg. but this isnt true. protoss players simply need to work for their wins in this matchup and are so used to taking free wins off of terrans, and in lower levels protoss is still significantly better than zerg.

i think low skilled isnt the right word, maybe bad player is, but only because they play terran.
