Does the Protoss Campaign ever go on sale? I already beat Wings and Heart, and every time there’s a sale, the first two games are discounted, but never the Protoss. Is it just always going to be 15 bucks?

What goes on sale is the Campaign Collection. It includes Heart of the Swarm, Legacy of the Void, and Nova Covert Ops as well as the Karax, Vorazun, Zagara, and Swann Co-op Commanders. If you purchase it, you will get a discount for owning Heart of the Swarm already.(Not Wings of Liberty since that’s free now.)

So it’ll discount what I already own, but will it bring the price of Legacy down from 15 dollars?
Usually the sale is 25% off and they tend to occur over two months or so. But this only applies to the campaign bundle. Heart of the Swarm, Legacy of the Void, Nova Covert Ops, Swann, Zagara, Vorazun, and Karax would total $65 individually, $40 bundled, and $30 with the bundle on sale. You’d get a dynamic discount for already owning Heart of the Swarm which would probably bring it down to about $25 although I’m not positive about the math there.
As I said, the individual campaigns and commanders never go on sale. Just the campaign collection and the Remastered and Cartooned versions of SC1. So you’d have to decide if you want Nova Covert Ops and those Co-op commanders enough for the sale to be worth it.
