I have completed the entire Nova campaign (all three sections) multiple times but the Master Archives is still greyed out and says I need to complete the campaign.
You should move this post to the “Bugs and Reports” section. I think you will find help there.

Over the last days and weeks, I played the full Wings of Liberty campaign in brutal again. However, the achievement is still not granted. The archive shows 26/26 missions and all 29 missions have a time for brutal completion. In addition, I have the “Liberty Completionist: Brutal” achievement.
