Do Terrans actually upgrade this? I tend to when planning on going Fortress, but the added cargo space etc seems mostly useless. Should this be packaged into something else or is this an absolute upgrade each and every time?
You mainly get it for the armor, the extra cargo space is icing on the cake.
It’s extremely situational but still good to have.

Yeah neosteel and hisec are both upgrades you get in the super late game when all other engineering bay upgrades have finished.
Hisec is more useful for defending harrass flying unit and are generally more useful than Neosteel.
That upgrade is horrible and should be combined with increasing torret Auto tracking upgrade. Other than that do not use unless you have the extra resources and maxed out. Even then look for other things that could be upgraded first.
In tvt and TvZ is something you should have every game +2 armor on pf is insane against units such as lings and bio. In tvp useful against zealots.
The extremely situational part was for the extra cargo.
If you are using mech you just get those two upgrades from your Engineering Bay and ignore the Infantry upgrades.

That’s true, with mech that’s what you want the ebay for to buy you time with your bases and fend of muta harass
it makes it a lot harder for adrenal gland zerglings to kill your bases.

Extra armor on command centers is pretty good when defending exposed expansions; also helps a lot against mutalisks trying to pick off buildings since their attack damage is low.
When I used it, I know that by doing so I make a particular game designer happy.
This is mainly why I use it.
