Mouse Confine/Lock Issue (Affect many games)

I am having Cursor lock issues with Starcraft 2. Where the mouse fails to capture on screen, will fly off the monitor to another one. The Mouse Confine options do not work (but somehow works for Diablo 3).
I have used all mouse confines, with Fullscreen, borderless, and window, the mouse does not stick to the screen whatsoever.
This issue affects more then just Blizzard games (steam, etc). Makes playing games not worth it when the game cant be played correctly. what I can assume is something is genuinely wrong, and Windows may be at play. I just want to do what I normally do. :frowning:

I have had this issue for a year and a half, roughly around the same time I had to upgrade my Motherboard. Certain games and program that make use of cursor lock in cases stopped working. Have had 3 monitors for the entirety of this computers life time and didn’t happen.
I frequently use Ultimate Doom Builder, whoms 3D mode uses Cursor Lock stopped, it will move to my other 2 screen, and outside towards the Taskbar when it shouldnt. Makes for touch up much harder to do.
Golf With Your Friends and Golf It!'s cursor lock has stopped, even in Fullscreen mode.
StarCraft 2’s Mouse confinement (cursor lock) does not work, so if I want to play, it would be a massive hinderance (in all 3 modes, Fullscreen, Borderless fullscreen, Windowed).
But, Diablo 3 has cursor lock and it’s setting works.
Other games Skyrim, Minecraft work perfectly (Windowed Mode).

When I first reinstalled windows after mobo upgrade, it worked, no issues. Then after a restart/powering system back on, it happened, like after an update. (2020)
Old Mobo was a MSI X299 PRO ATX LGA2066, after a freak power outage it got fried along with my old Intel i5. I even was livestreaming with this and no issues whatsoever.
Had a moment where I had to reinstall Windows, done so with the in disk OS Installer (for resetting), and like the first time of opening the reinstalled OS, the Cursor Lock worked, no issues, then reapply new updates, it worked for one more turning on/restarting the computer, and back to the old issue again.
Have recently done Powershell/CMD Prompt (in Admin) sfc /scannow , dism /cleanup-image /restorehealth /checkhealth /scanhealth , found some corruption, but did not fix the underlining issue.

My games and Programs are put on Accepted/Unblocked from Firewalls and Antivirus, and even went as to running as Administrator with no avail.

Intel(R) Core™ i7-9800X CPU @ 3.80GHz 3.80 GHz
G.Skill Ripjaws V 32GB 4x8 (32GB) DDR4-3200 CL16 RAM (24GB as one of the sticks died earlier this year, problem persisted regardless of RAM change)
EVGA FTW-K X299 LGA 2066 , SATA 6GB/s , USB 3.0/3.1
EVGA FTW-2 GeForce 1080 8GB ICX Gaming (I have also done a Display Driver Uninstall to ensure it wasnt a Graphics Card issue, the games that have cursor lock issue are playable but with out the cursor lock it makes it hard/impossible to play)

Aight… Seems like its come back.
Something with the cursor lock for the games just stops. After a Reset, regardless of the programs put in and from complete clean OS install, the Cursor lock api fails exactly 1 week after the Reset.
During this 1 week, everything works fine, works great, but then stops, as if it was a Trial/Demo. Even with Windows updated, restarted during the 1 week, it works, but once that 1 week ends, poof, donezo, eviscerated.
I really do need help to get this figured out, it infuriates me that I can’t enjoy the games and programs I love when this issue is here. :confused:
Doesn’t matter if the window is in Fullscreen, Window/Borderless Fullscreen, or Windowed Mode.
