Unlike the other two race, Protoss has absolutely no way to recover health, and their plasma shields have to regenerate out of combat and requires a nearby shield battery with energy, this makes it all too cumbersome and it certainly mean death for them in the worst-case survival scenario. Higher health to Shield ratios will not help but only increase permanent damage in the long-term. What I propose is making it always regenerate and if that makes it OP, change the out of combat timer to that of the highest attack speed cooldown’s. For every 5% of health lost decreases the plasma shield regeneration rate by 5%. For example, a probe has 20 health and 20 shields, if it has only 1 health left, its shield would only regenerate at a rate of 0.1 point per second. If this isn’t possible or won’t make sense as the 0.1 isn’t a round number when calculating damage intake, then the time to regenerate 2 points can be increased by 5% instead. So a 1 health probe would regenerate its shield at a rate of 2 points per 2 seconds instead of 1. And to not make the shield battery cheese worse for their enemies, it would cost shield batteries more energy to restore the shields of protoss units and structures with lost health. For every 33% health lost, the energy price to restore the unit or structure’s shields is increased by 1. And lastly, the plasma shield to health ratio should be equal, plasma shields are the protoss’s only saving grace.

Too confusing and too complicated (i did not understand half of that). The fact is that shield regen rate is unnecessarily high (compare it with BW).
One way to improve shields would be to reduce passive Regen-Rate of Shields by 25% but also reduce the start of Regen by 1.5 sec for each Forge-Shield Upgrade.
