Playing the Heart of the Swarm Campaign again, while doing the Old Soldiers Mission on Hard I encountered that I can’t get the home wreaker Achievement to trigger even when I clearly got the planetary fortress well under the time for the nuclear strike happening.

I gave it try just now and the achievement popped as expected.
Double check that you are on Hard difficulty and also check that you don’t already have the achievement. Sometimes it’s easy to miss the on-screen toast while concentrating on playing.
