Just ONE SINGLE person, one single employee responsible for this game is enough to make balance changes and bring players some fun and novelty. And they don’t even have to work on Starcraft 2 all the time, they just need to occasionally look at the game and add something new for the players!
Are you really not even willing to give us that? Does the high command at Activision completely forbid you from making changes to the game? Come on.
Outside Ultralisk pathing improvement I don’t think of any clear change that the game should receive. Skytoss nerf and ground buff?, Lurker nerf?,sure but that would be a nightmare in terms of balance and would need many adjustments after the patch.
Just hire several progamers - equal number of each race - and give them time to discuss and try things. Should cost very little.

PS. I believe the only hope is that if e.g. ESL buys StarCraft from Blizzard. Blizzard clearly doesn’t care. ESL at least makes money from StarCraft so they at least have incentive to keep the game relevant.
Honestly I was hoping that AoE will have the similar effect that Overwatch did on Valve - forced them to do SOMETHING about the game in order to make people to not quit. But it seems it is not happening with Starcraft…
Activision Blizzard has announced that Starcraft 2 will no longer receive any type of development updates.
So don’t get your hopes up, I’m happy they at least left the servers up.
But to answer your question, nope, no more balance updates, no new maps, no more coops, no more quality-of-life features, no more skins, no more nothing.
This is the final state of the game.
I also think its a shame.
Last year they said there would be no more paid features but there would still be balance fixes. Well, seems like no one’s interested in that anymore. I think they can very much just add all campaign units to ladder and let the players have one last bit of chaotic fun in the remaining days of this game. I mean, it won’t hurt.
I’ve heard that some people in ESL still care for SC2 and would want to make it work even if it’s just a break even thing. That’s the sort of passion Blizzard should have had, it’s a shame that they became what they did.
We’re not getting any new end of year design updates. Those are done and not coming back. Any further updates we get will be to fix bugs (although the ladder bug is still a thing so even that isn’t working so well) and to fix glaring balance problems.
Contrary to what some trolls on Battle.net will tell you, there is no glaring balance problem at the moment. There are some minor tweaks that could be made but no one can agree on what those should be, most especially the pros.
So no. There is not going to be any new update just to be a new update. The game is in maintenence mode, that means they are just making sure it’s still working and playable.
