Do you think Ravengers should be able to attack air?

One thing that kind of bugs me is that if playing as zerg there is no pre-lair anti air option. If doing ZvZ and the enemy Zerg sends and overlord near a base thats not close enough to a hatchery you just kinda have to deal with it until you can get a hydra, muta or corruptor out. Queens are slow off creep and you need these to inject larvae. Another issue also is with early void and bc rushes. Its true that you can use spores and a queen, but voids and bcs can fly around spores and usually kill them before you kill them. Personally I think that ravagers should be able to attack air, but maybe their air attack is weaker then their ground attack. So as to not rely on them long term for anti air.

I think you should both play the game more and watch the game more.

Especially if you are that interested in game design part of the game.

To be more specific, Ravager all-ins/pushes are super common in ZvT these days and the way they are dealt with is you need to survive until you got a Banshee out.

So basically what you are suggesting is Zerg having 100% win rate vs Terran.

A fair assessment. Well I guess this is why blizzard only listens to balance suggests from the pro scene.
