I get no xp from co-op missions with the game stating that I have reached the free 5 level cap despite me owning all the characters. The warning only appears after a mission is completed, not in the menu.

Same issue for me. I already sent a help ticket, hopefully they fix this problem. Quite sad, since I’m really getting into the game again, and then something like this happens?
This is a recurring issue that has existed for a while. It usually resolves itself in 2 to 5 days.

That is great news, can you please be a bit more descriptive!~? I purchased the commanders many months ago, maybe even a year or two ago, I don’t remember, but I had been playing on a different region. Do you mean the game will eventually recognize I own the commanders if I keep playing?
It should allow them gain levels again after those few days. However, any XP you earned while they were broken may not count.
