The achievement “Catch me if you can” is not valid ** if the player uses game saves ** (other returns speak of the use of the F10 key which would block success: I did not checked this point).
So this is indeed a bug, all the other successes of the single player campaign works with backups, it is a natural feature of the game. If the developers wanted to add a constraint of not use them for this particular subject, you must clearly indicate this in the description (if not, players try to unlock the success in vain).
