Is there any mention of XX-07 in the servers down error message? If so, does this help:

Hey Salomon, XX-07 is a PTR server. To fix this: In the Battle.net app click on the Options cog wheel (next to Play) Select Show in Explorer, open the Starcraft II folder Find Starcraft II Public Test.exe and delete it Launch Starcraft II again via the Play button
