One option to help Tempest without increasing the DPS is to increase the DPS effectivity. Unit have the paper DPS and the battlefield DPS. They are not identical unless you are a marine or a Void.
There are ways of achieving this.
Increase the dps of tempest seems quite reasonable is a pretty useless unit
tempest need instant attack(like siege tank of marine). it will remove huge overkill and make tempests a little bit more usefull

The tempest’s ground attack is as if the tempest is currently the unit in the link, in regards to dealing with air.
The tempest’s anti air abilities, now, are is if its ground attack is that of the disruptor.
How sick is that unit in the link? That’s how everything is made in SC 2, where it’s got these stupid strong abilities that all seem broken. Yet, anytime the tempest kills a unit, they act like there’s a law against the tempest being able to kill units, let alone being good.
They need to remove the 15 range, for starters.
That takes away the unit’s personality, not all units have to be the same to be useful

Liberators came second, so that relationship is arguably reversed. Liberators would almost certainly have a shorter maximum range if Tempests did not exist.
Anyway, the original Tempest made sense as a way to deal with Brood Lord + Infestor at the time it was introduced because everything else in the Protoss arsenal was outranged and could be locked down by Fungal. The Tempests’ actual DPS did not matter for this, it was simply the requirement to break the enemy’s zoning (which may be easier now thanks to Disruptors which can potentially help threaten Infestors).
Battlecruisers (which have far less range) are a different story though.
Tempests would either invalidate them (because of the Battlecruiser’s lower range) or fail if the Battlecruisers get close and use Yamato Cannons correctly. There isn’t really a middle ground there because Tempests cannot be balanced with much DPS and still have both mobility and range or both durability and range.
What really has the most range in the game? Swarm hosts. It’s not even close. Yet, the swarm host has the same speed as the tempest, off creep, and it’s almost as fast as a FREAKING PHOENIX on creep. Ofc locusts do way more damage, too.
It’s time to nerf cannon rushing already, so we can stop pretending this unit makes any sense. The only reason this unit is THIS BAD, is because if it kills anything, then everyone complains about proxy tempests builds.

I think I can.
Tempest is a useless piece of crap, that arrives too late at any game, has limited purpose, not enough damage vs units it is suppose to be good (brood lords, libs and bcs). It is slow, easy to counter with 1 tier ground units. Unit simply has poor design and utility.
Yes, that, and i was thinking of putting the overkill part of DPS in use (both for Tempests and Adepts). Actually if a marine has 55HP and a Tempest shot is 50, the second shot will waste 45 damage.
My idea (for Tempest and Adept too) is that the second shot is not fully absosorbed and lost but the remaining (45 in this example) will continue to hit the nearest unit in a 1-2 range.
That does not change the basic DPS of unit (that even now are ridiculously low), but increase the effective DPS near the theoretical (paper DPS).

I like skill rays against Zerg because they can actually kill corruptors in a reasonable time frame. I’m always worried that I’ll just get chain fungaled and pbed, but I just hate the tempest as a unit so much.
O gawd, trying to kill corruptors with anything else is like… please bring back vortex. Forget needing vortex vs broodlords, I need it vs corruptors. That thing is like the immortal of the sky, and its shield is always active.
I need to have like at least 6 bases before I think about adding in any tempests. I need to know that I can afford to treat a tier 3 unit like zealots, first.
As for PB, I’m learning to embrace it/just take it in the face. At least you can somewhat micro against that, whereas the viper pull is just free kills. “Don’t mind if I instantly kill your carrier and colossus.” So, any energy that doesn’t go towards that feels like a win.
