When i purchase Fenix yesterday, i see that my Artanis which is leveled to 15, is now reduce to leveled 5. And i dont know why, please fix it!

The level capped Artanis isn’t related to your purchase. It’s a recurring bug that we have to wait for Bliz to fix on their end.
