Are units meant to take 25% extra damage in Brutal mode?

Was playing a custom campaign on brutal difficulty and noticed units were taking about 25% more damage than listed.
Tested with official campaigns and same deal. Was this always intentional?

In https://starcraft.fandom.com/wiki/Campaign#Difficulty_settings,they mention the 25% damage increase for the later campaigns.
