Terranic’s argument is that the power of the attack is very small, and that if you’re going to buff Storm in any appreciable way, it will make the HT much stronger than it is.
For argument’s sake, let’s say that having a High Templar is worth an amount of force, X.
X, of course, equals the sum of the powers of its capabilities, augmented by its resource and supply cost.
(Power of Attack) + (Power of Feedback) + (Power of Storm) + (Power of Archon) - (Resource cost of 50 / 150) - (Various costs of taking 2 supply)
Terranic’s argument is that the power of the attack is like, 5, and that because Storm is already worth some 300 points, in order for any buff to be felt on the ability, it has to get buffed to 350 or higher, which would easily be absurd –
Because the attack contributes so little to the High Templar’s power, removing it does not leave room in the ‘budget’ of the High Templar’s power to give Storm a meaningful buff - therefore you would end up with a Psionic Storm that is too good or the buff so small that almost nobody notices a difference.
“The basic attack does not limit the strength of storm” - the attack’s removal would not be enough weakening of the Templar to justify buffing Storm.
In addition to what Miro said, the fact Disruptor is a unit design that makes fights extremely feast-or-famine based on a single skill check that, at the level of play in question, will almost never fail to be passed by the opponent, basically making one of Protoss’ expensive and bad-to-mass tech units, capable of turning the tides dramatically… into a glorified Sentry or two throwing out Force Fields.
